It seems you and your friend have a pretty good relationship. Though many may argue that she's trying to outdo you or "one-up" you, it could also be that she admires you and your style and wants to emulate you in any way that she can.
It could also be that you two have a very similar sense of style and taste. Have you ever tried letting her pick the hairstyle first? If so, does she pick the exact hairstyle you would've picked if you chose first? If this was the case, then you shouldn't be upset with her about you two having so much in common.
Either way, you should tell her how you feel about it. There is no need for an audience (as was the case at the store that day), just you and her, talk it out together. Apologize for flipping out on her in front of your old friend. Let her know you still value her friendship, but that you also value your individuality. As for her not speaking to you, she was more than likely just embarrassed that you would put her on blast in front of your old friend, and in public. As previously stated, there needn't be an audience. Let her know how you feel, but listen to what she has to say first. Allowing her to speak her mind calms her down, putting her in a more sane state of mind to listen to what you have to say. Don't make it a shouting match with you saying "you copied me!" and her undoubtedly saying "no I didn't!"
